Getting your hands on Frozen Orbit has a lot to do with RNG and your relationship with Shaxx. It’s a weapon that will only drop from Crucible rewards. So you need to jump into the Crucible playlist and plough through as many matches as you can stand to.

You can also pick up the weapon from reputation reward packages. You get these by turning in reputation tokens. Just keep doing that and the weapon will probably drop all by itself.
